Experiencing numerous problems with the Windows shell

I've been experiencing numerous problems with my Windows shell for several years now that have worsened to the point where the file explorer is pretty much unusable. Initially, I noticed that whenever I scrolled down the file explorer, every few seconds or so the page would seem to refresh and it would scroll me to the very top. Also, when I tried to rename a file within the file explorer, every few seconds it would seem to refresh the page again, exiting me out of the renaming dialog and instead either not renaming the file or creating a file with the title New File or New Folder, etc.



Later, the problem spread to the "select file" dialog (such as in the browser and through other programs), where the problem did not exist before. Also, the font of the directory/path name bar at the top of the file explorer (and select file dialog) became colored white and thus was very difficult to see.



Very recently, file explorer would freeze up every few seconds and became pretty much unusable. And if it freezes and goes into not responding mode, it may crash, and in doing so, crashes the entire shell which then has to restart. During these unresponsive stages, task manager reports "Windows Explorer" to take a significant portion of CPU usage, with the total often reaching 99% or 100%.



Also, it may be be significant to note that this problem only appears on my user account. The file explorer seems to work fine on the other user account on my computer.



I am running Windows 10 Version 1809 OS Build 17763.253.



Any help would be appreciated, and I can provide additional specs as needed...
