Loading websites in chrome won't load until I press windows button

I am having an issue in chrome (windows 10) where webpages will get stuck in a loop while loading and then instantly load when the windows button is pressed. If I wait long enough before using the button, the webpages will hit a "took too long to respond error," but then if I reload and press windows they will load normally again. This also works with any other task that puts chrome in the background (anything that makes the top bar turn from dark to light will make chrome exit the loading loop).
I am completely baffled. I have reinstalled chrome and the error persists. How can I fix this problem?

Please Edit the Question (to the bottom left of the Question) with this info : does this happen with every web page, every single time you open Chrome? Does this happen with Firefox, IE, or Edge? Does it happen after rebooting the PC? Does it happen after restarting Windows Explorer from Task Manager? Does it happen after running Windows Update and updating graphics card driver?
