Loading websites in chrome won't load until I press windows button

I am having an issue in chrome (windows 10) where webpages will get stuck in a loop while loading and then instantly load when the windows button is pressed. If I wait long enough before using the button, the webpages will hit a "took too long to respond error," but then if I reload and press windows they will load normally again. This also works with any other task that puts chrome in the background (anything that makes the top bar turn from dark to light will make chrome exit the loading loop).

I am completely baffled. I have reinstalled chrome and the error persists. How can I fix this problem?
