I was able to reproduce your issue by making a file called /etc/openvpn
instead of a folder.
Try removing the invalid file/folder /etc/openvpn
:
sudo rm -rfv /etc/openvpn
Then remove the openvpn
package:
sudo apt purge -y openvpn
