Prebuilt VM environments for Web Development
I am looking for a pre-built, ready to download Virtual Machine image for web development purposes. This VM should include programmes such as an http-server, a database, an ftp client, an IDE for PHP debugging and some other useful programs e.g. Chrome with useful dev-plugins.
Do you know any available VMs besides "quickstart"?

You should do a search for "VMWare Appliances" or "VirtualBox Appliances." You also don't mention a desired target OS. Most free VMs will (probably) be some flavor of Linux.

It's not that difficult to roll your own using your favorite Linux distro but here's a great resource VirtualBoxes.org for pre-built OVA images. If you aren't familiar with OVA images, I have a guide.
Another option is Turnkey Linux that offers several web development "app" images in a few different formats.
There are also a few specialized LiveCDs listed at livecdlist that you can turn into OVA images using my script iso2ova (you'll want to change a few things).
