DISM won't run. 'The Remote Procedure Call Failed'

Trying to run DISM /online /Cleanup-Image /RestoreHealth.
I keep getting the following error code and message:
Error: 1726
The remote procedure call failed.
Any ideas what is causing this? Mayvbe someone can list all of this command's dependencies so I can thoroughly confirm everything is configured correctly?

Check in Services Manager if the Remote Procedure Call (RPC) service has startup type of Automatic and is started. The Remote Procedure Call (RPC) Locater service should have startup type of Manual, and start it before trying DISM again.
