Form Control Combo Boxes do not update linked cells when input range changes

I have a workbook containing various worksheets each with about two dozen Form Control Combo Boxes.
The input range for the Combo Boxes is on a worksheet within the same workbook and will be regularly updated with new rows. The rows in the input range need to be sorted alphabetically, I cannot just add new rows to the bottom of the range.
When new rows are added to the input range (or the existing rows are reordered), the dropdown menus in the Combo Boxes are updated but selected value is not.
For example, if I have selected the fifth value in the Combo Box dropdown and then add a row to the top of the input range, the Combo Box selection remains the fifth value (and returns what was previously the fourth value in the input range). I want it to adjust to the sixth value so that the returned value remains the same.
Is there a way to have the values in the linked cells update automatically?

How will it know which one you meant? The logical solution is to only add to the end of the list, not the beginning.

How will it know which one you meant? The logical solution is to only add to the end of the list, not the beginning.
