Can I boot up from an SSD enclosure using Windows 10 Enterprise (which has Windows To Go) on my laptop? I am planning on using this enclosure for the Samsung 850 EVO SSD.

I think we can. Windows To Go is a feature in Windows 10 Enterprise and Windows 10 Education that enables the creation of a Windows To Go workspace that can be booted from a USB-connected external drive on PCs.
Using a USB drive that has not been certified is not supported.
