What is the build number of your windows version? You can retrieve it by pressing the Windows logo + R, typingwinver
and clicking OK.. It will tell you the build number on the second line (Version ....). Please edit that information into your question. 2016 is not your build number.

You can fix it the way the error message says to fix it. Update Windows; that build is 2 years out of date. As it's Enterprise, you'll probably have to speak to your IT department.

You mention that you have Windows build 1511. The error states:
Upgrade needed.
You must upgrade/update your system to install the product. Please check the
following:
- Windows 10 Creators Update (64 bit) - Version 1703
As 1511
is less than 1703
, this means that you need to upgrade your Windows installation before you can install Adobe XD CC 2019.
Alternatively you can look into installing an older Adobe XD version (if that exists). Please post another question if you need help with that.
