Windows: Editing a URL shortcut file does not go to new link until a reboot is performed

I have still not found the answer to this. When we edit a FILE.url shortcut and change the URL, it does not go to the new URL until a reboot is performed on windows 10. Seems to be caching the shortcut and destination instead of re-fetching it from file each time.
Does anyone know a way I can edit this to auto update ?
Update: Editing the file by right clicking on it and selecting properties, then changing URL works properly. However editing the file via notepad does not work. I am running a script to modify this automatically so I prefer a proper fix via notepad.
