One particular feature I love in Ubuntu is the ability to right click almost any open window and make it always stay in front, even when you click away.
Is there a way, perhaps using a utility, to do this in OSX?

There is no native way to do this as far as I know. There is one utility called Afloat. It doesn't seem like it's been updated in a while. You could try and give it a shot.
