As far as I know, there are no laptops on the market that can be used as a external monitor. The only way you can do this, is by buying an HDMI capture device, but it has three disadvantages for this purpose:
because the signal is re-encoded and recompressed, there is a significant input lag between what you see and what is actually happening on the PS3. It will be a problem to play any kind of game
most content played by PS3 (including some games) is protected by HDCP, which will temporarily disable your capture device in order to prevent piracy.
The cost of an HDMI capture card + HDCP stripper exceeds the cost of a small 1080p monitor
as in, is there an application that allows me to use my laptop as a bluetooth monitor and how would i set it up blind

think to any electronic device with a screen. A tablet, a phone, a nintendo switch. Every single of them, CANNOT be used as an external monitor (except some exceptions where a software shows a virtual screen)
