IPv6 subnetting prefix

Is the percentage notation different than the slash notation in IPv6 subnetting prefixes? When using the terminal function ipconfig on Windows I have noticed that there is a slightly different notation used for the subnet mask prefix than when using netstat.

The percent sign both in IPv4 and IPv6 addresses describes the interface (a number on Windows, a name on MacOS and Linux). Subnetting for both IPv4 and IPv6 is done with a slash.
