How do I change a different account to local on Windows 10?

I have a Windows 10 computer with:




  • One administrator account that I have access to


  • One non-admin account signed in with a Microsoft account that I do not have access to



Is it possible to change the 2nd account to a local account without signing into it? It's not a matter of getting the files, as I can do that just fine from the admin account. I would like to keep the settings of the 2nd account as-is but make it a local account.
