How can I change keyboard shortcuts for window navigation in GNOME?

Looking at the GNOME help page, I see that there's supposed to be a section called "Navigation" in the keyboard shortcut dialog. But when I'm in that area of settings, I see tons of keyboard shortcuts I can change, but there's no Navigation section. Has this been removed in GNOME 3.30? If so, how can I change keyboard shortcuts for window navigation in GNOME? I'd like to, say, change the shortcut for going to the next workspace.

  • I've had this problem on Ubuntu Mate since upgrading to 18.04. Fortunately, I had set up all the short-cuts I wanted before the upgrade. Very occasionally, when I go into Keyboard Shortcuts there is a Window section (or was it Windows or Window Management?), and this contains the missing keys, but I have never found out what triggers this. I can find the settings with dconf Editor and change them, but it's tedious: they are in /org/gnome/desktop/wm/keybindings.
