How to Filter charts on a dashboard to display charts that are on other worksheets in the same workbook?

So I know you can create the charts behind each other and move them forwards and backwards.

But for the template I want to create you will not always have data for all the different charts and some you may never use. So the filter would bring up nothing for some charts for a particular jobs dashboard.

So what I want is a master template with every possible chart and a main dashboard showing maybe 9 charts all of which can be filtered from the many individual chart worksheets.
