Automatic grouping in Excel based on numbered rows

I have an excel export from another tool where the first column looks like this:
Original:
I would like to automatically group the excel sheet according to the numbering in the rows. In the end it should look like this (here I have done the grouping manually)
Goal:
I tried the auto outline option, but it did not work.
