How to move values in a column group to column headings and display values in table, Oracle OTBI

I'm putting together a report in Oracle BI Publisher that needs to display project details and cost analysis. However, some of the project details are showing up as a group in a column instead of as their own column heading in the table.



I've tried to duplicate the columns and filter for each category (Class code 1 = value, Class code 2 = value, Department = value, Region = value); however, I am unable to make them as independent filters.



How do you move the groups to column headings or to create duplicate columns and independent filers?



I've attached what I'm working with and an Excel sheet of what I hope to achieve.
