Excel VBA - Moving values on duplicate UIDs to a new column

.everyoneloves__top-leaderboard:empty,.everyoneloves__mid-leaderboard:empty,.everyoneloves__bot-mid-leaderboard:empty{ height:90px;width:728px;box-sizing:border-box;
}

I have a list of UIDs and corresponding values in two different columns. The UIDs can repeat with only one value in the corresponding cell, or the UID can be distinct and the values can be concatenated together in the corresponding cell. I am having trouble with the VBA that can handle both situations.

Below is what I am trying to achieve, moving the dupe values to individual columns and then deleting the dupe IDs, or if the UID is distinct delimiting the values.

Example of desired output
