ssh connection refused before local logined
After reboot my server, ssh promoted 'Connection Refused' when I first try to login from a remote pc. But after I logined into this server locally, the remote ssh login successed.
My server running debian sid, all software are up-to-date.

Historically, sshd has tended to be one of the last processes to start up in most Linux distributions I've seen. I'm not sure why this was; I tend to want it to be running as soon as networking is stable, or possibly even before. I have the impression systemd fixed this, but I haven't noticed having the occasion to try it out. (At home, my laptop has no wired ports, my router doesn't allow wireless connections to talk to the LAN, nor the LAN to talk to wireless connections. At work, if I've run into the situation, it just worked and I just didn't notice.)
